UI Edits: Better Organize Sub-Items in Side Panels

Make option in labels options to remove units (ft/m) so user can turn them off/on. Make option to increase height of section width label (to control overall width label) Create dropdown for: Environment Settings Phasing (Move the following elements to Settings) Center Alignment Lock Outer Sections Left/Right Section Positions Width Bounds (all) Total Width (all) Make sure to leave Phase Name and Delete Phase in Phasing
